『公道の商業利用活用～道路占用許可制度～』

今回のテーマは
『公道の商業利用活用～道路占用許可制度～』について
道路は本来、一般交通（公衆用）道路として使用される公共施設ですが、
占用して継続的に使用する場合は当然許可が必要となります。
占用できる期間は、公益物件で１０年以内、その他の物件については
５年以内と定められています。
このように、企業に公道の利用を認める制度のことを「道路占有許可制度」
といいますが、この制度は当初、道路上に設置できる対象を電柱や看板
などに限定していました。
国土交通省は２０１０年以降規制緩和を行い、歩道の一角に飲食スペースを
構えるといった商業利用を解禁。しかし、高額な道路使用料がネックとなって
いました。
そこで、国土交通省は、道路の使用料を９割引き下げ、企業が利用しやすい
ようにしています。
北海道の札幌ではオープンカフェの運営が始まり、兵庫県などでは、道路の
側面に太陽光パネルを設置する検討も始まっているようです。
これも公設民営化の一環として、何か新規事業を検討してみるのも
面白いかもしれませんね！
